Condition handler for job being held

This post may be beyond the scope of any quick answers.>

Is there any chance that the condition handlers can be made to catch a job
being held (prior to it actually going on hold)?  Something similar to the
cancel handlers, but for a hold job request.  (My current understanding is
that this can't be done in ILE RPG.)  There are other ways of implementing
this, in a system, but the condition handlers would be more efficient, IMV.
