If your program reads from a data queue as part of it's processing (as a lot of NEPs do) then it's a simple matter to test for a "shutdown" value (all "*" or whatever) and then end the program. Program A submits program B, which does the job it's supposed to do, in your case authorise the new orders. Program A waits for a certain time (determined by the number of seconds in a data area) Program A loops back to the submitting of program B. Hope this helps.
