Basically the IFS is a file system concept that allows multiple file systems
to reside on the AS/400.  The IFS starts at the root "\" much like your c
drive "c:\".  But from the root it goes into the different file systems.

For example:
\QIBM.LIB\MYLIB.LIB - MYLIB.LIB would be an object within the traditional
library file structure as we have come to know.
\QNTC - The QNTC file system provides access to data and objects that are
stored on a local or remote Integrated Netfinity Server running Windows NT
4.0 Server or higher.
\myfolder - This is a folder that I could create from windows explorer and
store all of my M$ Word documents on it if I wanted to.

Those are just some examples of what file systems now reside on the AS/400.
The IFS has been available since V3R1.
