I wouldn't call it misleading -- it is flat out wrong.

It does *not* skip the processing of those lines -- it simply skips
*breaking*
on those lines.

In STRDBG, press Help (or F1) then roll down to STEP.  In part, it says:

  "The step command allows you to RUN one or more statements of the prgram
being
debugged.  The statement count (which must be a positive integer) used in
the
step command indicates the number of statements to RUN..."  (Emphasis mine)
