Check out IBM's Net.data.
It has been shipped free with OS/400 for years.
IBM still support it with enhancements, PTF's and documentation.
It's as easy and rapid as developing HTML
It supports include files.
It has a wealth of built-in functions, like email and I/O to the IFS.
It makes all data from a web page is automatically available without APIs.
It can implement many applications without cutting a single line of compiled
code.
It supports parameter calls to existing AS/400 programs, SQL, REXX, ODBC,
Perl.
It provides for SQL calls can be to remote databases.
Setting up development and test environments is easy.

It is supported by good web sites at
