QSQPRCED API- remove Parameter Markers? -- RPG400-L

The QSQPRCED API prepares a SQL Statement into a Package using Parameter
Markers for all variables.  The Access Plan issues the message:

"SQL4017  Host variables implemented as reusable ODP."

Any way to get this API to create a fixed Statement without Parameter
Markers?
