you can't go back to line 1. your loop needs to read both files B and C and
print accordingly. Something like:

Use dou to ensure line always printed for filea

*IN98          ANDEQ'1'
          EXCPTLINE

KEY       READEFILEC                     97
          ENDIF

Your output specs need to then condition the output from records on FILEB
and FILEC with indicators 97 and 98.
