Zoned vs Packed

All numerics are converted to packed (including binary) unless the
programmer takes explicit action to prevent this.  i.e. Uses an externally
defined DS using the file as the external description or specifically codes
an explicit definition for the same field.

This is the same behavior as RPG III - nothing changed with RPG IV.
