A cursory glance at the RPG IV Refernece Manual would show that creation directives do not require single quotes around special values (e.g., *NEW), nor around numeric literals, but only around character literals. This use of apostrophes as single quotes is consistent with the bulk of other RPG definitions hence the use of the colon as the list separator in H-spec creation directives rather than the more natural space.
