If PGMB and PGMC are both ILE programs, you can do a CALLB 'CEETREC' to end the current activation group and everything in it. But that's kind of like hitting the thing with a hammer. If they are a mixture of OPM and ILE programs and you not sure if PGMC is OPM or ILE and PGMB may be the other, then I believe there are APIs you can call to trap errors for purposes similar to what you want, but I'm not certain if they do exactly want you want.
