I have an old bi-sync program that I've used for communication with mainframes. We had the AS/400 initiate the job, but I think the program was written to work either way. It may not be a complete answer, but it may be a place to start. Let me know if you want the source code. I know that this is an 'old' solution, but we were in a situation that the companies that we were communicating with didn't have FTP or any other 'new fangled' stuff. Just a suggestion.
