a) This is a CL question.  This is the RPG list.  Do you see any
    discrepancies with that?

b) Have each program close the file before you try to clear it.  
    Make doubly-sure that you're trying to clear the one in QTEMP,
    not in a production library.

c) If it is truly the QTEMP library that you're accessing, only 
    programs in the current job can be locking the objects.  Look
    at those programs, and make sure that they're closing the files.

d) If you want a less-vague answer, you'll need to post a less-vague
     question.  My crystal ball is broken.
