This goes wayyyy back, but have you tried using 1 instead of 99?  Something makes me think the 99 is not doing what you think it is doing.  I believe if you use 1, then every session will get its own copy of the program, but if you use 99 then the first 99 to sign on will be in the same copy of the program and that is not a desirable outcome.

One of the blessings in my life is that IBM stopped WSU before it became too embedded in the RPG world.
