Thanks a lot for Phil, Bob and Mike.

The problem is I was not using the '?' parameter correctly. I set S1 = Select .....from...... and then I set the filter condition 
                                  
EVAL      S1 = %TRIMR(S1) + ' AND Field1a <> ?'   
           
 C/EXEC SQL                               
 C+  PREPARE S1 FROM :S1                  
 C/END-EXEC                               
 C*                                       
 C/EXEC SQL                               
 C+  DECLARE @CURSOR CURSOR FOR S1        
 C/END-EXEC 

But I did not know that I should OPEN the CURSOR using the host variable that will be substituted during the run time.                              

C/EXEC SQL                                                 
C+  OPEN  @CURSOR USING :hostvariable
C/END-EXEC

What other experience have you had using embedded SQL? I ask only because I
can tell you what to read so that you understand what is going on.  Also,
there are IBM courses that teach SQL and also Embedded SQL. We cover how to
code embedded SQL, how to use host variables (e.g. :custno), how to use
parameters ('?').

You can write to me offlibe if you want. I cannot see your code so I cannot
tell you where you went wrong. Maybe you are doing a prepare but you are
preparing the wrong statement or you are preparing at the wrong time.
