Regarding whether %parms or %addr should be used, you should use %parms to see if something was passed for the parameter, and then use %addr to see if an actual parameter was passed. You only need to do the %addr test if there was a possibility of omitted parameters; for example, when it's a CPP for a RTNVAR command. If you use %addr without first checking %parms, you run the risk of getting a false positive, since there might just happen to be a pointer on the stack where the parameter would be if it had been passed.
