Phil, the earliest release for /INCLUDE (with PTFs) is V4R2.

The intention of /INCLUDE is that the SQL preprocessor wouldn't notice
it, but instead just pass it on to the RPG compiler.  So if CRTRPGMOD
likes it ok, it should work in CRTBNDSQLI.  The only thing I can think
of is that you have a different TGTRLS for CRTRPGMOD and CRTSQLRPGI.

PTFs:
V4R2M0  SF62167 tgtrls(*current)
V4R4M0  SF61918 tgtrls(*current)
V4R4M0  SF63132 tgtrls(*prv) and tgtrls(V4R3M0)

Maybe you need the tgtrls(*prv) PTF SF63132.

In a later message, you say that the source is still being expanded
by the compiler.  That's what is supposed to happen.  CRTSQLRPGI is
supposed to ignore it (you don't need a PTF for that part :) and
the compiler is supposed to treat it just like /COPY.
