Mike,

sounds as if a trigger would do the job.

Examine ADDPFTRG. Your triggerprogram could send an exception when you're 
not happy with the data. One should check whether the package bombs or 
handles the resulting error on their write / update statement.

May work very well, may produce some problems, too. Depends on the exact 
situation.
