Because IBM says so.  Well, O.K., IBM used 15,5 so that you could specify a
numeric literal when calling it.

There's a third parm?  (Not that I could see.)

Not an API manual, but:
  CL Programming
  Document Number SC41-5721-02
In the Softcopy document, it's found at "6.2 Using the QCMDEXC Program".
