Mark,

Your problem is that the CL program is running in the default activation
group and if you compile your program with DFTACTGRP(*no) then it doesn't
see the override because the default scope for the override is *ACTGRP.
Either change the override scope on your ovrdbf to *JOB or compile the RPG
with DFTACTGRP(*NO) ACTGRP(*CALLER), I believe either one will solve your
problem.
