If I understand your question correctly, you are asking if an IO operation
that would normally cause a trigger to fire, fails, can the trigger still
fire?

The short answer is no.

The long answer is that if you are doing a before trigger, and your
referential integrity constraints are not set to restrict, the trigger may
execute, but will be rolled back when the IO fails.

In other words, the journals may have the information, but the files won't.
