I'm so sorry I didn't pick up on this earlier... E-mail from the AS/400 is performed using the SNDDST command [ugly, but works], (as long as SMTP/POP3 servers are setup!) or the QtmmSendMail API is available and works beautifully (I know - I send 1000's of E-mails a day!) The program can send E-mails, as long as it's formatted within a standard MIME format, then and only then will it be sent and received properly. The Mime format is clearly stated in a book called "Programming Internet E-mail" by Wood if anyone is curious... Then - download the QtmmSendMail as published in AS/400 Network in September 1998 - and download the example for that. Modify it accordingly to any nuance in the mime script - I modified it for HTML E-mail, and Text @ the same time fyi... once modified, I also modified it to take the files off the IFS... another neat thing. No package required... does this help?
