Superdog (woof!),

If blocking users from using CPYTOPCD is all you want to do, then just do
that (by changing authority to the command).  Then use CPYTOPCD in a program
and let the program use adopted authority.  In that way, the users cannot
use CPYTOPCD directly, but can use it through your program.
