The answer is "yes."  You can write a pc-style stream file to a folder
on the AS/400 from RPG.

Confusingly, you did not specify whether you are running RPG III (The OPM
version, frequently called "RPG/400") or RPG IV (the ILE version, called
"ILE RPG/400")

If you're using the old, rancid, RPG III method you'll need to call the
HFS APIs.  These are awkward, and limited to QDLS only, but they'll work.
You can call QDCXLATE to translate from EBCDIC to ASCII.

If you're running RPG IV, take the extra effort to learn the IFS APIs.
They're a lot better, and are not limited to QDLS.  But, arguably, theres
a bigger learning curve.

Of course, I'd be happy to supply some examples, but you didn't really 
give enough information for me to do that.
