Yes it is.  The ILE Concepts manual does explain it in the magnificent 
detail afforded by a single sentence.

Well so it does ... now that's funny!  It does the same if the service 
program contains only a single data export.  I suspect reversing the 
exported names is the first step in generating the signature and if there is 
only one export then only the reversal occurs.
