Hmm...
create a logical on the time stamp.

Open Combined Full procedural this file
Do while not LR
  if  TimeStamp <= ToTimeStamp
  Delete  Record
  else
  SetOn LR
  EndIf
End Do

Can anyone think of a faster way?
