Andrew, I would write a subprocedure that performs the lookup task. That means that the array will have to be defined globally. That would also indicate that the routines that manipulate and create the array should also be subprocedures. When doing this you may find that the HTML array manipulation procedures could be shared by many modules and should be in their own module.
