It is part of the hexadecimal value I'm setting my test variable to.
"Normal" character fields might be initialised as "ABC".  You could also
initialise them in hex as x'C1C2C3'.  A packed number looks like this in hex
x'12345F'  The "F" indicates the sign of the number.  D is negative and F is
positive.  In my data, the telephone switch is using "C" to indicate a
positive value.
