The 2,000 byte limit is correct, but the maximum size of a user index is
4GB, which yields a maximum of over two _million_ records.

I believe they are very fast, also.  Probably a lot faster than files for
relatively small record counts.  Certainly it's a lot quicker to create a
temporary user index (CALL QUSCRTUI) than to create a temporary file.
