Yes, and there is tricks like using hex codes for the apostrophe.  For
example:

DCL  &APOS        *CHAR   1  /* Apostrophe                       */
...
CHGVAR     VAR(&APOS) VALUE(X'7D')
...
CHGVAR     VAR(&LIBRARYQ) VALUE(&APOS *TCAT &LIBRARY +
             *TCAT &APOS)
