This can be done a few of good ways, assuming that domino is on the AS/400.  
First, use the documentation for LC Connectors.  This is very similar to 
ODBC, however, it runs on the server.  And the documentation makes it very 
simple.  Also, look for an example of Java.  A little more powerful than the 
LC Connectors.  Finally, as a third way, although least effective, is just 
plain ODBC.  ODBC is only useful on the client side.  

As you've propbably noticed, DECS is only good for importing data into 
domino, not very useful when synchonization becomes an issue.
