This is by design.  IBM intends your server programs (ODBC, FTP REXEC, etc.)
to deposit your spooled files under the user ID of the client creating them,
not under the user ID of the server.  To change this, try OVRDBF
SPLFOWN(*JOB)  This answer is courtesy of the folks in the AS/400 spool
