For a quick and dirty, change the source type to RPG and run then through
CVTRPGSRC.  Then you will need to go though the program and fix up all
the problems.  The main thing this does is convert the syntax to RPGLE, and
some of the things that have changed.

It will miss a LOT of things, however, and you will need to find them in the
program.  The F-Specs will have to be fixed up manually, as CVRRPGSRC
doesn't seem to know about a lot of the S36 F-Spec options.

There was also a converter that came with OS/400 that might still be around.
Not sure what it's called though.

Then there are a lot of 3rd party converstion programs for you.

It just depends on how many programs you need to convert.  For a smaller
number running though CVTRPGSRC and then manually fixing them might
be the answer.

Display files are a big problem, however, as S36 handled them totally 
differently
than later versions.
