A standard EBCIDIC chart will suffice for hex codes in most cases since you are 
likely to 
only use codepage 37 -- assuming you are writing Murican software for Murican 
distribution.  If, however, you are aware of the rest of the world then you 
will need to 
refer to the charts in the NLS manual because the apostrophe is not an 
invariant 
character.

All that aside, if you just want to declare a variable which contains an 
apostrophe then 
simply double it as you would in CL (or almost any other HLL).  For example:

        D $APOST          C                           CONST('''')
or
        D apost           S                       1   INZ('''') 
or
        D entity          S                      30   INZ('O''Riley''s Public 
House') 

Again be aware of NLS issues.
