I'm not sure I understand the question?   Are you looking for a command
that already does this, or are you looking to write a program to generate
the DDS?

As far as I know, IBM does not supply a command that does this with
OS/400.

To write a program, just get the file info using the various API's, and 
then write the data in DDS format to a source member.  Or, if you don't
like the API's, you could do it with the various commands that can go to
an outfile...   DSPFD, DSPFFD, etc.  read those files and get the data
that you need to generate the DDS specs.

Is that what you're asking?
