When I've done sockets in VB, I've used the "socket wrench" custom control
from Catalyst (http://www.catalyst.com)  Last time I checked, you could
get socketwrench from them for free.  (they're trying to bait you into 
buying their full sockettools suite, which worked on me.. I bought it...)

They've got a pretty good tutorial as well.

I know that the newer versions of VB come with a socket control that 
Microsoft includes with the language, but I really stopped doing VB code
after VB4, and I never learned how to use them :(
