I continue to get this error... is there a simple way

The RPG program OEXXXXB in library EFTLIB at statement
is unable to allocate a record in file ORHOFXXX.  The
actual file is APXXXS/OXXXF MEMBER - OXXX.  The record
may be allocated to another
process with the file under commitment control. See
