Or, yet another way. Since DOU checks at the bottom of the loop, and
assuming that the date check is an attempt to prevent the second loop.

     C 'UB' READEFILENAME LR
     C*
     C *INLR DOUEQ*ON
     C NLR COLDAT IFLT BRDATE
     C *INLR ANDNE*ON
     C UPDATFILENAME
     C 'UB' READEFILENAME LR
     C ENDIF
     C ENDDO

If you coded with a leading decision loop, DOW, I find it cleaner:

     C 'UB' READEFILENAME LR
     C*
     C *INLR DOWEQ*OFF
     C NLR COLDAT IFLT BRDATE
     C UPDATFILENAME
     C 'UB' READEFILENAME LR
     C ENDIF
     C ENDDO

If the date check is indeed an attempt to prevent the second loop,
then it isn't needed and becomes even cleaner

     C 'UB' READEFILENAME LR
     C*
     C *INLR DOWEQ*OFF
     C UPDATFILENAME
     C 'UB' READEFILENAME LR
     C ENDDO
And this code fits the original psuedocode as posted, accomplishing
the do until end of file portion using a DOW. I imagine this is an
effort at avoiding 'negative coding' that is, do until end of file as
opposed do while not end of file. This can lead to choosing the
'wrong' op code. Semantics. Gotta love 'em.
     > DOU end of file.
     > Read the file.
     > If record is valid.
     > Search for matching record in some other file.
     > If search is successful, update records in file. > EndDo
