Opps! I got that backwards.  type of '0' = Batch and '1' = Interactive.

The override has to be executed _after_ the job is submitted to batch.
Remember that the entire environment is not copied to the _new_ batch job.
We test CLP programs to see if they are running interactively, if so, they
submit them selves to batch and end.  If they are in batch, they skip the
submit and starting running the CL commands and rpg programs.

We use:
DCL VAR(&JOBTYPE) TYPE(*CHAR) LEN(1)
RTVJOBA TYPE(&JOBTYPE)
IF COND(&JOBTYPE = '1')  THEN(DO)
  insert submit command here
  RETURN
ENDDO
rest of CL program
ENDPGM
