I think I would have a program that looked for this file, then when it sees it try an ALCOBJ *EXCL until it can do so. Once it can allocate the file exclusively, the FTP server wouldn't have it open anymore, so it should be complete. Obviously this isn't going to protect you from a partial file tranfser though.
