You just said it yourself, "easy way for an RPG programmer to get something on the web quickly". Not all of us are given the time to learn new environments such as JSP's, Java servlets, Net.Data, and even Perl, so to get started, something like eRPG CGI is a great way to learn the concepts, without having to learn new languagues too.
