Numeric values need to be passed as hex....

eg if parm is 7,0 long and has a value of 9, should be passed as
X'0000009F'), total number of characters between the single quotes should
always be even.

CALL PGM(ALIBARY/PROGRAMX) PARM(X'0000009F')

This should do it.
