IBM says

Use this record-level keyword on the subfile control record format to
specify the number of records in the 
subfile.  The maximum number of records allowed is 9999.  This keyword is
required for the subfile control 
record format.

The significance of SFLSIZ is  in the following two cases

*       When SFLINZ is used to display Blank subfile. 
 Here  the displayed subfile will have blank records same as the SFLSIZ.
*       To identify the type of Subfile. 
If SFLSIZ and SFLPAG and different, then there is no siginificance for
SFLSIZ. ie if we define SFLPAG = 10 and SFLSIZ = 12. still we can have any
number of records(Max 9999) in the subfile. Here Page Up/Page down can be
managed by the system.
If SFLSIZ = SFLPAG, then the Page Up/Page Down has to be controlled by the
program.
