A logical member can point at from 1 to 32 members in a physical (or several physicals, in the case of multi-format and join logicals). The DTAMBRS parameter defaults to *ALL, which means if you create a logical file over a multi-member physical with the defaults, the logical file will contain one member (as Mike noted above) which is scoped over all of the physical members, or over (I think it's the first) 32 if there are too many.
