Two little things:

The problems mostly seem to stem from conversion from RPGII to RPGIII or its
successors.

You didn't have to learn anything new to do it.

I'll stand by Buck's original statement that there are immediate benefits
from RPGIV that you can enjoy while still writing RPGIII style code with no
time spent _learning_ the language differences. 

I have to agree that the conversion should have been a lot easier.
