ALLOC does not allocate _exactly_ the number of bytes requested. It allocates _at least_ the number requested. There is probably some minimum value but I don't know what it is. If the heap manager has a 500 byte block available when you ask for 400 bytes, it will probably give you the 500 as there's nothing useful it can do with the balance. The important thing is for you to make your allocation requests accurate and to extend storage whenever needed.
