Build a date, MM/01/YY
Add one month using ADDDUR
Subtract one day.
You then have the last day of the month.

Consider:

Month May (05) year 99
becomes 05/01/99
Add one month, becomes 06/01/99
Subtract one day becomes 05/30/99
