Unless there is a reason to do otherwise, use 0. 1 or 2 will adversely affect the performance of the job changing the user space. You would only use 1 or 2 if you need to ensure that the user space has the last changes if the whole system were to crash. In most cases user spaces are used for the output from a list API and if there is any kind of a problem you are just going to start the whole process over.
