I'm confused by your question. Why can't physical files be declared in RPG/CLP programs? We do it all the time! Perhaps you mean something other than "physical file"? To read a file randomly in RPG use CHAIN. But, yes, you can not read a physical file in CLP randomly without the use of an RPG program.
