Carl,

Check out Softlanding's Turnover product.  We use it and like it
a lot.  Very easy to customize to your environment.
We also use CODE/400 and the two will work together.  Not as well
as I would like, but they do work together.  CODE/400 does have 
some integration to ADM built into it already, just so you know.
I am slowly working on getting Turnover to do change management
over the IFS for our VisualAge for RPG projects too.
