One usage of triggers is in the cases where people use UPDDTA for updating a database. Suppose you want an audit trail. In that case your idea of creating a program may not work. Another prominent usage was in the Y2K patches done to applications. Here an additional field was created in the database of length 8 for an existing date field of length 6. Then a trigger was used to update this field on an update to the field of length 6. The field of length 8 was returned to the program whenever field of length 6 was to be used for calculations.
